games filter does not work

I am comfortable playing opponents with ratings up to about 1600. I have the filter set for a max of 1600. i constantly have games pop up with 1700 to 1750 players. If I decline these games, I am suspended for aborting too many games. HELP! Why doesn't the filter work properly in the first place?

you can't set a max lower than your rating

so my advice to you would be this: actually play people who are similarly, or ideally higher, rated to you. And don't abort games
